ADULT EDUCATION – ERSTWHILE ADILABAD DISTRICT
DESCRIPTION ABOUT THE DEPARTMENT:
Literacy is the root of development. Any region that has more literacy will see development in all fields. Illiteracy cannot lead to development. Illiteracy especially among women needs to be eradicated.
As per 2011 Census the Literacy Percentages in Adilabad (EW) District are as follows:

Adult Education Programme aimed to impart functional literacy to non-literates in the age group of 15+ in the Nation/State/District. It aims to further promote and strengthen Adult Education, specially of women, by extending educational options to those adults who having lost the opportunity of access to formal education and crossed the standard age for receiving such education, now feel a need for learning of any type, including, Functional literacy and Numeracy, basic education (equivalency to formal education), vocational education (skill development), physical and emotional development, practical arts, applied science, sports, and recreation.
SAKSHARA BHARAT PROGRAM:
“Sakshara Bharat” program was launched on 8th September, 2010 in the Joint Adilabad district. Reading, Writing, Numeracy, Parallel Education and Continuing Education programs were conducted through Adult Education Centers in all Gram Panchayats in the district. This program ended on 31 March 2018.
NEW INDIA LITERACY PROGRAMME(UPCOMING PROGRAMME):
As part of newly formulated National “ New Education Policy – 2020”, the NILP – “New India Literacy Programme” was approved by the “PAB” Project Approval Board on 23 February 2023 to provide Adult Education and Life-Long learning under the motto “Education for All”. This program will be conducted for 5 years from 2022 to 2027. In this, girls and women between 15 to 35 years including SC, ST, BC and minorities are given importance. The main objective of this program is to achieve literacy with completely voluntary volunteers.
472525 illiterates have been identified in Adilabad (EW) district as part of achieving full literacy, out of which 74321 people have been decided to become literate in the year 2023-2024 as follows.

Literacy program will be carried out as a movement through the next ‘Nava Bharata Literacy Programme’ (NILP) which will be formulated as an action plan.
In this program efforts will be made to make Adilabad (EW) district a fully literate district with the cooperation and participation of public representatives, youth groups, voluntary organizations, retired workers, and students.
- Need to have NILP in India/Telangana
- In India 18.12 crore Adults are non-literates.
- Among them, 40.00 lakh non-literates are in Telangana.
- The sustainable Development Goal 4.6 of United Nations Mandate is by the year, 2030, all youth, adults; both Male and Female achieve 100% literacy and numeracy.
- As per the Recommendations contained in Para 21 of National Education Policy, 2020, the NILP is proposed to be implemented during the Financial Year 2022 -27 to address illiteracy in India.
- Target to be covered in India in the programme:
- 1 Crore Non-literates per year.
- 5 Crores for 5 years.

- Due to coverage of beneficiaries for both non-literates and also Basic Education, the AE, Programme here after will be treated as education for all.
- Implementing Agencies:-
National Level – NLMA (New India Literacy Programme)
State Level – SLMA (State Literacy Mission Authority)
District Level – District Literacy Mission
Village/Town Level – Head Master of the Local / Middle School
HM will be Literacy Supervisor, One Teacher will be Literacy Teacher.
Volunteers:
School Students, College Students, B.Ed students, Volunteers from NYKS / N.S.S, NCC etc, Volunteers from Home Makers, Anganwadi workers, Teachers & from PRI institutions.

- All Panchayats – GPs, Mandals and Zilla Parishads, Convergence with Self-Help Groups, Rural Development, Women and Child Welfare, Tribal Welfare.
